This gorgeous miniature image is a print by Abraham Le Blond (1819-1894) who was trained by George Baxter (1804-1867). Baxter was known for his innovative colour printing techniques in the mid-1800's. He used a process involving oil-based inks to create colour prints and often finished the colour by hand. Le Blond one one of the first licensees of Baxters method.
This maritime image is of Queen Victoria leaving on the royal yacht from Portsmouth Harbor. The detail of in this image is incredible. It is titled Her Majesty Leaving Portsmouth Harbor (Le Blond 8). There is a print of the same image in one of the Harvard Art Museums.
